재난관리 단계 중 Rescue Kit은 개인의 생명과 재산 피해를 줄이기 위해 필수적인 인적, 물적 자원을 비축하는 사전에 준비하는 대비단계에 필요한 제품이다. 즉, 재난경감 노력에도 불구하고 재난발생을 완전히 제거할 수 없기 때문에 재난발생을 예상하여 그 피해를 최소화하고 원활한 대응을 위한 준비는 반드시 필요하게 된다. 한국의 경우 열악한 기초적인 구호용품의 보급이 실질적으로 이루어지고 있지 않은 상황과 안전불감증이 더해지면서 재난, 재해의 피해규모는 상상할 수 없을 정도의 인적, 물질적 피해를 가져올 수 있음을 고려한다면 대비단계 중 개인 및 가정의 구호용품의 육성은 특정 산업에 대한 국가적 차원의 지원이 아니라 국가의 안정적 운영과 국민의 삶의 질을 높인다는 측면에서 접근해야 한다. |

Among national disaster management steps, Rescue kit is the product which is necessary for reserving human and material resources to reduce damages. In spite of tremendous efforts to prevent disaster, it is hard to prevent occurring of calamity perfectly.So, it is necessary that prediction of disaster and preparation to minimize resulted damages. Korea is in the situation that insufficient supply of basic emergency kit and increased insensitivity towards safety. It is strongly requested that promoting personal and home emergency kit industry because such condition in Korea may cause unimaginable damages by disasters. Also it is needed to approach not in point of giving privilige to specific industry but in point of promoting life quality and stable operation of nation. |
